Their external stakeholders were not included to a sufficient degree, and many external partners experienced their inclusion as processes for appearances only The development tasks removed focus from operations, which meant that the users were not satisfied with the basic tasks such as case handling, cleaning and digging works TOGETHER FOR THE CITY 2.0 It was therefore a natural step for the management to maintain the department’s overall ambition to be “Together for the city” but to move focus to the everyday life in the city and the tasks solved by the department for citizens, companies and guests. The objective was to maintain a highly professional level but even more so to cooperate with external stakeholders based on a strong understanding of their varied needs. Unsatisfactory solutions Development prioritised over operations Including external stakeholders Interconnected city Professional silos The department fulfils the needs of the city The result was that the department focused its efforts in three areas in particular: Clear ambitions: Under the heading “Together for the city 2.0”, the department has set the direction for its future work with focus on operations and increased inclusion of external stakeholders in all aspects of the department’s work. The ambitions have been translated into focus areas which will ensure a holistic perspective, early inclusion and improved operations New chain of management: Instead of steering based on the department’s own task production and quality perception, a direct connection is to be made between an improved understanding of the city’s needs, a broader mandate for the management team and follow-up on the results achieved in the city Organisation according to tasks: Going forward, the professional organisation is replaced by four service areas, which constitute the City’s TMF. Each service area will be responsible for one of the department’s main tasks and must combine the different professional considerations in holistic solutions for the city’s development, condition, operations and use
