STRATEGY AND ORGANISATION IN THE DEPARTMENT OF ENVIRONMENT AND CONSTRUCTION (TMF), CITY OF COPENHAGEN In the spring of 2013, the management of TMF launched a development project to investigate the organisation’s strategic milestones and task handling in detail. The objective was to set a new agenda for the department which would raise the ambition level and solve the existing challenges. Six months later, the development project is concluded and has resulted in new, cross-functional objectives, defined focus area’s for the department’s development and a significantly changed organisation capable of lifting the department to a whole new level. The first steps have therefore been taken in the process of setting up a department meeting the city’s needs in an efficient manner in cooperation with citizens and businesses and within the framework set out by the politicians. Both the result and the process behind it set new standards for inclusion and development in the public sector. This is the new standard we hope to share with this case, while the implementation of the initiatives are going strong in TMP. FROM NUMBER 1 TO .? The department of environment and construction (TMF) in the City of Copenhagen is a success. Under headings such as “Going strong in Copenhagen,” “The environment metropolis” and “A people metropolis”, Copenhagen has developed into a magnet for international awards for most attractive and environmentally sustainable cities. The focal point for this development has been a professional organisation in which the responsibility for developing new political targets and carrying out daily operations has been centred. This has enabled high ambitions and a high degree of professional responsibility, resulting in the following challenge: How do we improve, when we are constantly told that we are the best in the world? The department was also facing some of the same issues as other public organisations. The management was looking to generally improve results, and the project’s analysis also indicated three central challenges, which needed to be solved: The holistic understanding of how to solve tasks was limited by professional silos, and the individual centres often had conflicting targets THE DEPARTMENT OF ENVIRONMENT AND CONSTRUCTION (TMF) The department of environment and construction (TMF) in the City of Copenhagen is responsible for operations and development of the city of Copenhagen. The 2,000 employees are not only responsible for maintaining roads, parks and city space on a daily basis. They are also responsible for developing the capital of Denmark as a regional metropolis with a major responsibility for both growth and sustainability.
